The Fedora Copr repositories have two different repos with EPEL-10. Please ensure that you use the RHEL+EPEL repository. The `baseurl` line in the `.repo` file found in `/etc/yum.repos.d` can be modified to point at `https://download.copr.fedorainfracloud.org/results/dsommers/openvpn3/rhel+epel-10-$basearch/` if it is wrongly configured to use only the EPEL-10 repository.
