Adding explicit license for openvpn-buildbot
- It should be clear under which terms the code can be used.
- Use GPLv2 or BSD-2-Clause and be done with it?

Pending Buildbot PRs
- Only build openvpn when changing source code or build files
- Which file changes should trigger a build? Current list is available here.
- Do we want to show skipped builds on the Buildbot status page or not?
- Even if not, we will still see the Changes (Git commits that could have triggered a build) in "Last changes" view.
- Buildbot: do not run the full test suite if smoketests fail
- Assumes that smoketests run on one or more *NIX-like workers without any configure flags
- Is this a fair assumption?
