Description
When importing a profile, the client looks for the profile and certificates on the folder "sdcard."
On my device the "sdcard" folder is internal storage. The SD card I insert gets the folder name "extsd."
While I can move to that folder, it still looks for the certificate in the "sdcard" folder.
I guess I could categorize this as a defect? If should be so when you move to another folder, the application should look for all the files in that same folder.

Sorry, missed this bug report. It is true that OpenVPN default to /sdcard on devices < 4.3 and will also look on /sdcard for additional files but that still does not constitute a bug. You can still change the folder from where you are importing on import and the client will also first look for certificates in the same folder as the the ovpn file. I am closing the bug here now. If you have anything to add please reopen the bug on the proper bug tracker (github.com/schwabe/ics-openvpn)

Does this happen on OpenVPN Connect or OpenVPN for Android?
