Hello,
According https://community.openvpn.net/openvpn/wiki/GettingTapWindows, last version (for Windows Vista and above) of Tap-windows is 9.21.2
According https://build.openvpn.net/downloads/releases/, last version of Tap-Windows is 9.24.2 for Windows 7 and for Windows 10.
Could you update https://community.openvpn.net/openvpn/wiki/GettingTapWindows following the new releases of Tap-windows?
