I'm not sure what exactly is going wrong now, but with iOS13 the battery consumption is increased significantly.
Via Apple Configurator I created VPN on-demand profiles for some iOS devices and until iOS13 everything was working just fine. When internet connection was needed the VPN connection was established and after some time of inactivity dropped. Now it seems to work like a kind of always-on VPN connection, even when in standby the device is still connecting to VPN server in the background and the battery is completely emptied within a half of a day.
I have the same issue on every device which was upgraded to iOS13 and using those on-demand profiles. So I hope there is something you can do to make it work like previously on iOS12 and below.

OpenVPN Inc does not want to receive any feedback for the "Connect"
OpenVPN clients via the community bug trackers (here and in GH issues).
