Sounds similar to Trac #592. The long discussion and suggestions there may help resolve this. To start with run addtap from command line and look into setupapi logs. openvpn --show-adpaters may show even half-installed adapters so check that too and cleanup any found.
Conflicting NDIS drivers from Kaspersky etc. has been implicated in that thread but it seems there is no one-size-fits-all solution.
