openvpn-2.2.2-install.exe does not create config and log directories.

I would suggest using 2.3.x, which has an updated installer (among other things).
That said, the NSIS installer in 2.2.x branch does create both config and log directories, but only if the user has checked the "Install OpenVPN service" section.

Installer for 2.3 was written from scratch.
Although unsigned you can try it out.
