Description
In my configuration of Windows Firewall, only a small set of programs allowed access to the Internet. Among them - openvpn.exe. Default rule for outbound connections is "Deny". All the programs, not listed explicitly in firewall rules, can operate freely only through OpenVPN tunnel.
After installation of a security patch KB2688338, openvpv.exe no longer can manage the TAP interface. In order to restore functionality the only thing that I have to do is to set the default rule for outbound connections to "Allow".

Has this problem been fixed by a later update from Microsoft? If not, what exact steps do we need to take to reproduce this issue? Apparently this only affect a small subset of OpenVPN users - otherwise we had already been flogged to death :).
