Windows Installer Does Not Preserve OpenVPN GUI Settings (CE 2.5.4)

Description

When updating Community Edition from 2.5.3 to 2.5.4 on Windows 8.1 Pro,
the installer did not preserve my Launch on User Login setting.
I had to manually turn it back On after the update.

Also, the installer creates a desktop shortcut without asking.
That should be a user option.
