iOS app ignores settings of wi-fi only and Connection Timeout

Description
I have OpenVPN Connect settings configured to connect to wifi only and to timeout after 30 sec. Neither is obeyed. If I am not connected to wifi, the app will try continuously to connect via cellular and block all traffic. I need to manually connect and disconnect in order to use the app. I am on T Mobile and their LTE doesn't work with VPN's, so I want to use it with wifi only.
Note this was downloaded from the iTunes store and says 'Version 3.0.1 (770)', though this version does not appear in your list for iOS.
