Wed Aug 21 18:48:24 2013 There are no TAP-Windows adapters on this system. You should be able to create a TAP-Windows adapter by going to Start -> All Programs -> OpenVPN -> Add a new TAP-Windows virtual ethernet adapter.
The log recommends running "Start -> All Programs -> OpenVPN -> Add a new TAP-Windows virtual ethernet adapter", but recent versions of OpenVPN don't install that anymore.

In the 2.3-series, the TAP installation is a separate installer that's bundled with the OpenVPN installer. As such, the TAP utilities get placed in a "Program File" group under the name TAP-Windows. The frontend scripts to add or remote TAP devices can be found at Start -> Programs -> TAP-Windows -> Utilities.
This will work in 2.3.2 (the latest release,) but one of the earlier releases in the 2.3 series (only 2.3.0 I believe) wouldn't install the utilities by default during a typical install. This is fixed by using the official updated build release, or simply the latest version.
I'll write a source code patch to fix this reference in the error log since you are correct that this is directing users to look in the wrong location.
