CVE-2026-84226 - Windows tapctl binary planting via netsh.exe called without full path

OpenVPN 2.x on Windows allows local attackers to potentially execute code of their choosing by planting a netsh.exe binary in a directory searched before the system directory, because tapctl invoked netsh.exe without its full path.

OpenVPN version 2.5.0 through 2.6.22 and 2.7_alpha1 through 2.7.6 are affected. This is fixed in version 2.7.7.
