Capabilities Negotiation

The goal of this page is to collect all those features that DCO may or may not support depending on its version. This list will then be encoded ina bitmap that each DCO implementation can fill based on what it supports. Userspace code will then parse it and decide what options to expose or reject..or whatever it thinks it reasonable to do.
