    1 I can confirm I have this same issue while installing openvpn-install-2.3.8-I601-x86_64.exe or openvpn-install-2.3.8-I001-x86_64.exe on Windows 10 RTM.

    3 I have also tried installing tap-windows-9.21.1.exe and get the following error.
    4 UpdateDriverForPlugAndPlayDevices failed, GetLastError=1460
